The Delhi Jal Board was constituted on 6th April, 1998 through an act of the Delhi Legislative Assembly incorporating the previous Delhi Water Supply and Sewage Disposal Undertaking. The Delhi Jal Board is responsible for the Production and Distribution of potable water after treating raw water from various sources like river Yamuna, Bhakhra Storage, Upper Ganga Canal & Groundwater and also provides treatment and disposal of waste water. The Delhi Jal Board provides water in bulk to the NDMC and Cantonment areas. Sewage from these areas is also collected for treatment and disposal by the Delhi Jal Board.

MISSION

The Delhi Jal Board (DJB) constituted under the Delhi Jal Board Act, 1998, is responsible for the production and distribution of drinking water as also for collection, treatment and disposal of domestic sewage in the Capital.

WATER SECTOR

• Delhi’s water production has been maintained 900 MGD.
• UGR & BPS at Karala, Sonia Vihar, Mayapuri, Mahipalpur, Najafgarh& Mundka are under construction.
• UGR at Bijwasan, Rajokari to be constructed
• 2nd 50 MGD New Dwarka WTP is proposed
• Water supply has been augmented by redevelopment of palla tubewells
• About 85% households of Delhi now have access to piped water supply
• Water is supplied to about 19.5 million population of Delhi through a water supply network comprising of 14355 km long pipelines and 107 primary Underground Reservoirs (UGRs) to ensure equitable water supply at sufficient pressure.
• 250 new departmental Water Tankers with stainless steel containers and 407 SS, GPS fitted mounted tankers and 376 MS tankers have been engaged for improving the Water Tanker Supply Delivery System in the City.
• A Tanker management system developed by DIMTS is in position to monitor the real time movement of these tankers. The real time tankers tracking ensure timely delivery.
• The DJB has also uploaded the schedule of tankers for delivery of water at predetermined fixed points, on its website.
• Water supply distribution networks has been developed in a planned manner to cover both planned and unplanned area. Water Supply Network has been laid in 1482 unauthorized colonies. 36 new u/a colonies have been provided with water supply facility through network during this year.
• More tahn 355 km of new piplelines have been laid to strengthen the old distribution pipelines network for transmission as well as the distribution lines.
• About 108 km old water lines have been replaced to avoid contamination of drinking water in this year.
• To prevent Ammonia pollution, in raw water, separate connectivity has been made from Western Yamuna Canel with direct intakes of Wazirabad Water Treatment Plant.
• The DJB ahs installed Water ATMs at 60 loctions in SwadaGhera, Dwarka, Narela, Holambi Kalan and Shabad Daulatpur have been installed, where laying of pipeline was not technically feasible.
• Defective Pre stressed Cement Pipes rising mains from Water Treatment Plants are being replaced with good quality MS lined and coated pipes to reduce the water losses.
• To facilitate its consumers, DJB has uploaded the schedule of the timing of water supply in different zones of Delhi, along with the contact numbers of the concerned officials, on its websites.
• Water Improvement Projects are in progress in the command of Malviya nagar UGR, Nanglo WTP, Vasant Vihar and Mehrauli to reduce NRW, improve water pressure, increase collection efficiency etc. the scope of work includes replacement/augmentation of existing water network, all house service connections and water meter replacement, in addition to survey of entire network ad all leakages including invisible leakages repaired etc. The project has in impact on saving of cost to the consumer on installing online booster and energy consumption charges, uninterrupted water supply ensuring portable water supply without any contamination, Broadly, the operator will achieve following Key Performance indicators: i. Converting intermittent supply into 24x7 water supply. ii. Reduction of Non Revenue Water. iii. Reducing power consumption. iv. Ensure quality of water. v. Improving collection efficiency. vi. Quick disposal of complaints.

RAW WATER SOURCES AND WATER PRODUCTION

FUTURE PROJECTS IN AUGMENTATION OF WATER SECTOR

• Setting up of recycling waste water plant to produce 3 MGD potable water at Nangloi.
• Construction of 8WTPs with Ammonia removal plants and rehabilitation of 6 MGD WTP with Ammonia removal Plants.
• The water supply improvement schemes under the command areas of Chandrawal and Wazirabad WTPs are being taken up with the help of external aid funding from Japan International Cooperation Agency and Asian Development Bank.
• Promoting water conservation through usage of water efficient fixtures, Rain Water Harvesting through public awareness campaigns, educating school children, organizing workshops inviting participation from public, RWAs and NGOs etc.
• Jan Jal Prabandhan Yojna (JJPY) has been introduced by virtue of which, the RWA will be given freedom to lay water and sewerage infrastructure of their own with facility of using recycled water for non potable purposes. The DJB will provide them with technical support.
• The conveyance mains are being laid to extend recycled water upto the users so that more recycled water is used for non potable purposes. >
• Solar Power will be generated at all the installations. In phase-I, all WTPs and UGRs have been selected for Solar Power system and thereafter all sewerage installations.
• E-pios have been installed at 13 places near bus stops along Inner Ring Road to dispense cold drinking water free of cost to the commuters.

JAL PROJECT

DJB launched the project of processed packaged drinking water with the brand Name “JAL” to make available purified drinking water in 20 Liters Jars and cartons of disposable glasses containing (24 X 250ml) glasses to serve the residents of Delhi. “JAL” certified by the bureau of Indian standard, vide License No CM/L 8500666 is put through stringent purification techniques to ensure that the consumers are provided with a hygienic and quality product.

Government Departments, Corporate offices, Resident Welfare associations, societies and the people of Delhi may also contact the bottling plant at GK -1,opposite Sadiq Nagar, New Delhi 110048 (Contact No 29234924, 29234928 & 9650591677) for the supply of packaged drinking water in 20 Ltr. “JAL” and 250 ml disposable glasses, at the MRP approved by the Delhi Jal Board .

WASTE WATER SECTOR

• DJB has finalized its Sewerage Master Plan – 2031 (SMP-2031) to provide sewerage facilities in all the unsewered areas to cater the requirement of unprecedented growth of population up to the year 2031, which is being implemented by DJB in a phased manner, firstly to extend the sewerage facilities in those command areas where outfall infrastructure exists.
• DJB maintains sewerage network of about 8100 Km long internal, peripheral and 200 km trunk sewers. Presently, DJB has 58 nos. waste water pumping stations and waste water treatment plants with operational capacity of 607 MGD. Sewerage system has been laid in 130 urban villages, 54 villages and 266 unauthorized colonies in Delhi. The works of providing sewerage facilities in 355 unauthorized colonies are in progress.
• 40% construction work has been completed for 70 MGD plant at Corronation Pillar.
• Rehabilitation work on old WWTPs at Kondli & Rithala has been started under YAP-III. At Okhla, a single WWTP of 124 MGD capacity shall be constructed in place of old WWTPs under YAP-III.
• DJB has also been actively working in the direction of converting waste into power resource. During last year, power generation at the plants was around 72600 KWH per day.
• DJB is actively promoting use of treated effluent to reduce the stress on the demand of potable water supply in the city. Around 89 MGD of treated effluent is already being supplied for non-potable purposes to various agencies such as NDPL, CPWD, PPCL, DDA, CRRI, NDMC, EMDC and South DMC for horticulture and power plants cooling etc. In 2015, a 10 MLD tertiary treatment plant at Okhla was commissioned and treated effluent of good quality is being supplied for washing of DTC buses at Sukhdev Vihar Bus depot.
• While expanding sewerage network to provide sewerage facilities in unsewered areas of Delhi, the rehabilitation work of 167 Km peripheral sewer lines is in progress and 20% work completed. Also under YAP-III, works for rehabilitation of 21 Kms of trunk sewer lines are in progress. The work of rehabilitation of old and damaged sewer lines shall be carried out through trenchless technology so that inconvenience to the public is minimized.
• 14 Kms of new sewage pumping mains are being laid in place of old pumping mains under YAP-III.
• For abatement of pollution in river Yamuna, DJB is executing the project of laying of Interceptor Sewers along three major drains of Delhi (Najafgarh, Supplementary & Shahdara). Sewage to the tune of 110 MGD has already being trapped. Present progress of the work is 92% and the project is targeted to be completed by March,2019 in a phased manner. Commissioning of interceptor sewer will trap total of 242 MGD of sewage which is presently flowing into drains. This will improvise the quality of drains significantly.
• Delhi Jal Board’s Interceptor Sewer Project has been listed in the KPMG’s list of 100 most innovative Infrastructure Investment Projects in the world.
• The Delhi Jal Board is actively participating in the Swachh Bharat Campaign. Cleanliness drive which also includes inspection of various offices of DJB and sites by the CEO, Members and other senior officials of DJB on regular basis.
• Treated effluent is available for sale at all STPs @ Rs. 7 per Kl for using it for non drinking purposes.
• Good quality sludge can be used as fertiliser which is available free of cost at all the STPs.

FUTURE PROJECTS IN WASTE WATER SECTOR

• Automation of all sewage pumping stations to ensure channel flow in the sewer lines.
• Sludge management in effective and efficient manner.
• Creation of water bodies and recharge of groundwater with high quality treated effluent in 76 water bodies.
• Extending sewerage facility in remaining unsewered areas.
• It is proposed to construct 25 MLD waste water treatment plant for rejuvenation of Timarpur oxidation ponds using phytorid technology with natural sustainable treatment process.
• Installation of decentralized WWTPs in un sewered areas for localized treatment and reuse.

WASTE WATER TREATMENT PLANTS

Through strenuous efforts and dedication of the staff, the Board has been able to achieve substantial increase in the collection of revenue over the years. The revenue collection for last five years is as follows:

CONSUMER CLASSIFICATION:-

A) CATEGORY – I (DOMESTIC) : Water supplied to such plot/property which is used purely for residential purpose which include following

1. Premises used for residence.
2. Hostels of Educational Institutions of the Government, working women’s hostels run by the Government.
3. Govt. recognized destitute homes, orphanage, charitable homes, blind schools, schools for physically handicapped persons, spastic children.
4. Piaos meant for drinking purposes.
5. Place of worship, cremation grounds, cemetery.
6. Premises where a part of the premises under residential use is also used for Commercial purposes which doesn’t use water in its process for commercial activity undertaken, such as Atta Chakki, Stationary Shop, Kiryana Shop, Shoes Shop, Grocery Shop, Mobile Shop, Cloth Shop, Tailor Shop, S.T.D. Booth, Property Dealer office, Cyber Café, etc. and other similar activities.
    

B) CATEGORY – II ( INDUSTRIAL/COMMERCIAL):- Water supplied to plot/property where intensive use of water is envisaged such as institutes, hospitals, schools, offices, office complexes, railway stations/ yards, police stations, airports, bus- stands, petrol pumps, hotels, restaurants, clubs, marriage halls, industry, cooling plants, factories, ice cream factory, amusement parks, Dhobi Ghats etc.

PROVISION OF RAIN WATER HARVESTING, i.e. rain water runoff generated from rooftop of the building premises has been made mandatory for plots/ properties which are having area of 500sqm or more and optional for properties having area less than 500 sqm.

AS AN INCENTIVE:

(i) Such plots/ properties which are having area of 500sqm or more having installed functional RWH system or waste water recycling shall be granted rebate of 10% in total bill amount for having RWH and system 15% if both the systems have been set up and are functional.

(ii) Consumers having plot are between 100 Sq meter to 499.999 sq meter and a functional Rain water harvesting facility then they will get a rebate of 10%.

PENALTY: For all the consumers irrespective of their consumer category Rain water harvesting penalty as enhanced tariff of 1.5 times will be applicable if they have plot area 500 sq meter or above and they do not have a functional rain water harvesting facility.

EXCEPTIONS:-

RWH THROUGH ARTIFICIAL GROUND WATER RECHARGE STRUCTURES IS NOT RECOMMENDED WHERE POST MONSOON GROUND LEVELS ARE SHALLOWER THAN 5 M. PENALTIES AS PER THE DELHI WATER AND SEWER (TARIFF & METERING) REGULATIONS, 2012 WILL NOT BE LEVIED ON DJB CONSUMERS FOR NON-PROVISION OF RWH SYSTEM IN SUCH AREAS. HOWEVER, IN SUCH AREAS RAIN WATER STORAGE FOR ITS USE IN NON-POTABLE PURPOSES AFTER REQUIRED TREATMENT MAY BE CARRIED OUT AS A VOLUNTARY OPTION.

(C) GROUND WATER CHARGES:

In compliance of orders of NGT, DJB has approved fixation of Ground Water Cess/ Usage charges on the Industries for Operating their Tube-wells/ Bore-wells for extraction of Ground Water.

• Ground Water (Non- Water Packaging Industries) or Category IIIA(3A)
• Ground Water (Water Packaging Industries) or Category IIIB(3B)

The Delhi Jal Board vide resolution No. 200 dated 19.03.2015 has approved fixation of Ground Water Cess /Usage Charges on the Industries for Operating their Tube-Wells/Bore-Wells for extract of Ground Water which is circulated by CE (Planning ) Water vide letter No. DJB/CE (Plg.)W/2015/58-69 dated 06.04.2015 as under :-

•  ‘WATER ADVANCE’ is the adjustable amount levied at the time of sanction/regularization of a water connection to a domestic individual consumer. The amount is adjustable at the time of surrender of the connection or in the event of default by the consumer due to non-payment of Board charges.
•  ‘TRADE ADVANCE’ is the adjustable amount levied at the time of sanction/ regularization of water connection in a commercial/ industrial category. Trade Advance is fixed Rs. 5,000/- only. The amount is adjustable at the time of surrender of the connection or in the event of default by the consumer due to non-payment of Board charges.
• ‘OCCUPIER SECURITY’ is the amount levied from a person, who is a tenant or doesn’t have any legal ownership right.
• ‘ROAD RESTORATION CHARGES’ rates are decided by the Municipal Corporation of Delhi.

DJB WILL CONTINUE TO BILL AND ACCEPT ROAD CUTTING CHARGES/ RR CHARGES FOR NEW WATER / SEWER CONNECTIONS ONLY UPTO 5 METERS. FOR ANY CONNECTION BEYOND 5 METERS THE BUILDING PROPONENT/ THE APPLICANT WILL HIRE THE SERVICE OF EMPANELLED CONTRACTORS OF MCDS FOR CUTTING AND RESTORATION OF ROADS FOR WATER/SEWER CONNECTION BEYOND 5 METERS AND THE COST OF THIS WORK WILL BE BORNE BY THE BUILDING PROPONENT. THE LIST OF EMPANELLED CONTRACTORS OF THREE MCDS IS AVAILABLE ON THE WEBSITE OF MCDS.

THE JE/AE WHILE REPORTING TECHNICAL FEASIBILITY FOR WATER/SEWER CONNECTION WILL RECORD MANDATORILY THE DISTANCE BETWEEN THE APPLICANT PROPERTY AND DISTRIBUTION SERVICE LINE IN FIELD INSPECTION REPORT IN ALL CASES AND ZRO WILL RAISE THE BILL CONSIDERING DISTANCE UPTO 5 METERS ONLY. ALL EX.ENG/ZROS ARE INSTRUCTED TO ENSURE THAT IN EVEY FIELD INSPECTION REPORT OF NEW WATER / SEWER CONNECTIONS, A STAMP INDICATING “LENGTH OF ROAD CUT/SERVICE LINE FROM THE PROPERTY:______METERS.”

COMPONENTS OF THE BILL

• ‘VOLUMETRIC CHARGE’ is the monthly charge levied for the volumetric quantity of water consumed in kilo-liters as recorded by the meter or as fixed by the ZRO/ Competent Authority in case of non-functional meters. This charge will be levied as per the slab.
• ‘SEWER CHARGE’ is the monthly charge levied for collection and treatment of the sewage. Currently, it is 60% of the charges of volumetric consumption of the water.
• ‘SERVICE CHARGE’ is a fixed monthly charge levied for maintaining the services in the locality. This charge is payable in the lowest slab in the respective category even if no water is consumed during a billing cycle.
• ‘ADDITIONAL SEWER CHARGE’ is levied from consumers who are using ground water and/or water from any other source in addition to the water supplied by the Board, thus, generating more sewage as compared to the volumetric consumption recorded by the meter.
• ‘SEWERAGE MAINTENANCE CHARGE’ is levied on the owner/occupier of such properties whose Board water connection is either lying cut-off, or does not exists, but who uses ground water or water from other sources and discharges sewage into the Board sewerage system.

MUTATION CHARGES

At the time of mutation of a water connection in case of Blood Relations/ Legal Heirs or Successors, the fee in the form of water advance, occupier security, meter security afresh in the case of DJB water meter etc shall not be levied except mutation fee of Rs. 100/- subject to submission of relevant documents by the applicant.

OTHER CHARGES

•‘DEVELOPMENT CHARGE’ shall be levied one time on properties situated in such a locality where water and/or sewerage facilities have been extended by the Board without any grant/non-refundable aid by the Government. Such charges shall be levied on the basis of per square meter area of the plot/property from the date of the notification issued with respect to that locality. In case of delay in payment of the development charges, interest, as provided in the notification, shall also be levied. The Board may provide rebate on the interest or concession to any particular category of the consumers.

In unauthorized/regularized colonies development charges of water and sewerage for commercial/ industrial connection will be levied at fixed rates as given below :

1. For plotted area upto 50 Sq.m. : Rs. 45,000/-
2. For plotted area of more than 50 Sq.m. : Rs.1,00,000/-
    

• THE DELHI JAL BOARD VIDE ITS RESOLUTION NO. 669 DATED 15.10.2018 HAS APPROVED THE EXTENSION OF SCHEMES FOR LEVY/RECOVERY OF DEVELOPMENT CHARGES OF WATER AND SEWER AT THE REDUCED RATES FOR DOMESTIC CONNECTIONS IN CASE OF COLONIES FALLING IN D,E,F,G & H CATEGORY OF UNAUTHORIZED COLONIES UPTO 31.03.2019.
   

‘INFRASTRUCTURE CHARGE’ is levied on developing agencies as well as on the individual owner of plot/property with size of 200 square meters or more at the time of approval of water/sewer schemes as per the procedure and by the authority for loading additional burden on the system of the Board. It is calculated on the basis of average daily demand of water in litres. Currently, the water charges are Rs.48.20 per liter of estimated demand of water. However, in case a new building is constructed with four stories or on a plot size of 200 sq. metre or more, the old connection will not be restored without the payment of Infrastructure Charges.

Delhi Jal Board vide this Resolution No.354 dated 05-12-2016 has decided to abolish Infrastructure Charges for Commercial/ Industrial Connections with immediate effect. However, Infrastructure Charges for water and sewerage will continue to be levied on Govt. Developing Agencies (DDA, MCD, PWD, DSIIDC, Govt. Public Undertakings etc.) alongwith domestic consumers.

• INFRASTRUCTURE CHARGES FOR SEWER

Category A: Those schemes wherein the agency will lay the entire infrastructure upto an STP and DJB will construct the STP and treat the sewage, the infrastructure charges is levied @ Rs. 21.10 per liter per day.

Category B: Those schemes wherein Delhi Jal Board has to collect sewage, and convey it to the STP for treatment and disposal, the infrastructure charges are levied @ Rs. 29.20 per liter per day.

WATER TARIFF (W.E.F. 14.08.2015)

CATEGORY - I (DOMESTIC CONSUMERS)

CATEGORY -II (COMMERCIAL/INDUSTRIAL)

Necessary provision for receiving these charges in RMS as non CIS payment has been made. Tariff will be automatically enhanced at the rate of 10% every year from 1st January. In addition to the Water Tariff, additional sewerage charges as mentioned below for the specified units will be charged. This charge will also be applicable irrespective of the existence of DJB water connection, provided that the sewage generated is disposed through DJB’s sewerage system.

RATES OF SEWER MAINTENANCE CHARGES

Sewerage Charges are levied w.e.f. 01.04.2011 in respect of the premises with water connections which are cut-off and/or without DJB’s water connections, but discharging sewage into DJB sewerage system:-

The above sewage charges will not be applicable in following cases:

• Where the water connections in the same premises in the name of a consumer having more than one water connection has been disconnected such that at least one water connection remains in his/her name after disconnection, provided there is only a single sewer connection. However, in case there are more than one sewer connections, the above specified charges shall be levied against cut-off water connection with separate sewer connection in the same premises.
• Where the disconnected water connection has been reconnected by the Board, the above charges would be withdrawn from the date of reconnecting of the water connection.

ADDITIONAL SEWERAGE CHARGE FOR USING GROUND WATER IN ADDITION TO BOARD WATER

1. The following rates will be charged from the consumers of category –I & II where the consumer is using another source of water in addition to the Board supply

 

RATES OF MISC. FEE

In case of Blood relations/ Legal Heirs or Successors, the fee in the form of water advance, occupier security, Meter security afresh is not to be charged. Subject to submission of relevant documents by applicant.

FREE WATER SUPPLY UPTO 20 KL/MONTH

FREE WATER SUPPLY UPTO 20 KL/MONTH TO EVERY HOUSE HOLD HAVING DOMESTIC CONNECTIONS INCLUDING GROUP HOUSING SOCIETIES. GOVT. OF NCT OF DELHI VIDE ITS DECISION NO. 2130 DATED 25.02.2015 HAS APPROVED THE FOLLOWING POLICY :

1. The domestic consumers of Delhi Jal Board consuming water up to 20 Kl per month will be exempted from payment of water bill w.e.f. 01.03.2015.
2. The benefit of free water upto 20 Kl per month will be available only to consumers who have functional water meters.
3. Domestic consumers consuming more than 20 Kl per month will be billed as per applicable tariff for their full consumption.

 

PROCEDURE FOR SANCTION OF WATER CONNECTION

The application form is available at the respective area ZRO office at a nominal fee of Rs.10/- or can be downloaded from DJB’s website: WWW.DJB.GOV.IN. The application form, alongwith the necessary papers, can be submitted on all working days in the office of the concerned ZRO who will sanction the water connection within 35 days under e-SLA, subject to legal and technical feasibility and thereafter the prescribed fee/charges can be deposited. It can also be applied online. The applicant is also required to deposit Water development charges/ Infrastructure charges, whichever is applicable.

SANCTION OF WATER / SEWER CONNECTION FOR COMMERCIAL/INDUSTRIAL ESTABLISHMENT FROM DJB WATER DISTRIBUTION LINE TO THE PREMISES OF COMMERCIAL /INDUSTRIAL / INSTITUTIONAL ESTABLISHMENT WILL BE ALLOWED UPTO A DISTANCE OF 150 METERS. THE CIRCULAR IN THIS REGARDS IS AVAILABLE ON DJB WEBSITE UNDER THE TAB ‘REFORMS UNDER EASE OF DOING BUSINESS’.

THE WORK OF WATER AND SEWER CONNECTIONS UNDER ALL CATEGORIES WITH THE DJB SYSTEM WILL BE DONE BY THE LICENSED PLUMBERS OF DJB AFTER SANCTION OF SUCH CONNECTIONS FROM DJB. THE LIST OF AUTHORIZED PLUMBERS IS AVAILABLE ON THE DJB WEBSITE. THE BUILDING PROPONENT I.E. THE CONSUMER WILL HIRE THE SERVICE OF EMPANELLED LICENSED PLUMBERS.

RESTRICTION OF NOS. OF WATER CONNECTION IN A PROPERTY

Delhi Jal Board vide its Resolution no. 465, item No. Est. -140 dated 29.09.2017 has amended the regulation No. 3 of “Delhi Water & Sewer (Tariff & Metering ) Regulation 2012” and accordingly restriction of nos. of water connections in a property is removed. This regulation will not be applicable to Group Housing Co-operative Societies / Institutions/Govt Schemes and subject to prescribed guidelines.

PROCEDURE FOR SANCTION OF SEWER CONNECTION

The application form is available at every ZRO office and DJB website at a nominal fee of Rs.10/-. The consumer is required to fill the form and deposit the same along with the proof of residence at the concerned ZRO Office/DJB website and connection charges @ Rs.250/- and road restoration charges @ Rs.1600/- for domestic and Rs.3200/- for non domestic connection. The applicant is also required to deposit sewerage development charge/ Infrastructure charge, whichever is applicable.

PROCEDURE FOR DEPOSIT OF WATER CHARGES BILL

Payment of water charges can be deposited in any of the Zonal Bill Payment Collection Centers of DJB between 9.30 a.m. and 2.30 p.m. on any working day. Consumers can also use any of these available options to make the payments:

1. Online payment through net banking, debit card and credit card through the link at DJB Website www.delhijalboad.nic.in or www.djb.gov.in, without any charge to consumer
2. Automated bill payment machines (KIOSK) installed at different locations across Delhi. (From 8.00 A.M. to 8.00 P.M.)

Mobile App: Consumer self service mobile application has been implemented. Now, consumer having android mobile handset may not only generate the water bill but also make the payment on-line.

R.M.S. PORTAL (WWW.DJB.GOV.IN)

The Delhi Jal Board has introduced a new Revenue Management System (RMS) to provide more convenience, information and facilities to its consumers wherein complete interconnectivity of zonal offices with the central server has been established to provide online transactions, real-time update of consumer request, billing and payment records, online requests for different matters, tracking and resolution of requests and grievances etc. The zonal offices have a consumer-friendly environment, and there is transparency and timely action at the zonal level. A large number of bill payment facilities have been provided. The RMS Portal has been provided w.e.f. 25^th September-2012 on Customer Portal www.djb.gov.in and RMS Portal link is available on DJB website www.delhijalboard.nic.in . The portal provides different online facilities to the consumers such as application for new water connection, mutation, reopening and disconnection payments online through net banking, debit/credit cards and registration of grievances etc. A document containing Frequently Asked Questions (FAQs) has been uploaded to answer general queries of the consumers. Further, suggestions are always welcome.

LAUNCH OF ANDROID BASED MOBILE TABLETS

Android based Mobiles Tablets have been launched for online spot-reading, capturing of image of water meter and bill generation by the Meter Readers IN ALL ZONES INCLUDING PPPS AREAS.

GRIEVANCE REDRESSAL CELL

TREATMENT AND QUALITY CONTROL

Quality Control wing is responsible for the treatment and quality of drinking water in Delhi. 09 (Nine) Plant laboratories with adequate facilities manned by qualified personnel are set up to ensure the quality of drinking water supplied to the public. Plant laboratory examine raw water characteristics round the clock to evaluate the extent of treatment required. The drinking water supplied by the Delhi Jal Board from all available sources is tested regularly for ensuring potability as per BIS drinking water specifications 10500-2012.

For surveillance of drinking water quality in distribution network upto consumer end, 08 (Eight) modern Zonal laboratories have been set up in the NCT of Delhi.

QUALITY CONTROL ZONAL LABORATORIES AT WTPS

On an average, about 450 water samples are lifted from the distribution system everyday including UGRs, individual taps and Public Stand Posts, Tube Wells, Ranney Wells and Day-to-Day water quality complaints from Authorised, Un-authorised, Un-authorised Regularised, JJ Cluster, Slum Squatters, Rural, Urban Villages, Resettlement Colonies, e-Piaos & other areas under DMAs.

DJB also gets its water tested through an independent 3^rd party agency, NEERI (National Environmental Engineering Research Institute), CSIR, Govt. of India.

As part of its mandate to treat the Sewage generated in Delhi to prevent flow of untreated sewage in to river Yamuna and other water bodies through major and Supplementary drains, Quality Control wing take all necessary measures to maintain Final effluent quality at STPs as per DPCC norms. DJB has 08 (Eight) Nos. sewage testing laboratories set up with adequate facilities and manned by qualified persons for inspection and evaluating the raw sewage and final effluent. Laboratories collect samples from SPSs and Drains in its command area and conduct routine survey of river Yamuna downstream from Wazirabad to monitor the quality deterioration.
